Most qualified to do an assessment?

I've seen things saying psychologist, neuro-psych, neurologist, OT, etc. In my experience what you get diagnosed with has more to do with who is diagnosing than anything. So, to get an accurate diagnosis, which of these professionals would be the best to bring up the very obvious possibility of developmental dyspraxia to??
