I certainly have been able to, but it's a different story for many dyspraxic people.

Like all "can dyspraxic people do?" questions, the answer to this one depends on the severity of the individual's dyspraxic condition and the particular symptoms that (s)he has.

I would argue that weed is definitely less harmful than alcohol in moderation based on my own experience, although moderate alcohol use is actually perfectly healthy on the whole. I don't know that one can compare spoken dialogue from a TV show with written text. The latter has no facial expression, no tone or voice inflection, etc. Therefore it might be good idea to ask for clarification when in doubt.
